Setting up a domain name

I have a server machine with apache running on it. At the moment, it only has an IP address, and I want to set up a domain instead. How do I go about this? I have set up domains on managed hosts before, but I don't have a name server on, so am rather stuck. Do I run a nameserver from the machine itself?
I'm running apache 2 on the latest fedora distro if that helps.
Where should I start?

I think he knows how to register the domain, he just doesn't have a name server.

They allow you to host a domain off your computer, even if your ip changes. It works by running a program off your computer that contacts their server in the case your domain changes. You simply set your domain to their DNS, and run their program, they take care of the rest.
If you need a registrar, I recommend
http://www.namecheap.com mainly because they accept paypal, but they also have a lot of other features I enjoy, like the ability to transfer a domain to another namecheap member free of charge.
