Different domains for the same site - What is responsible?

I've seen this at a number of places. Basically, when we enter either http://www.aaa.com or http://www.bbb.com, sometimes we get to the same website. I was wondering what was responsible in achieving this in theory. Is it the configuration at the server or the DNS Servers?
