Do graphics stretch w/fluid design

I have the following graphic for my site in which i have created for 1024 by 768(for now).

Its dimensions are 700 by 525. Looks good in 1024 by 768, ok in the next higher resolution, but starts to look ridiculously tiny with each higher resolution. Is there a way in photoshop to make this same graphic become fluid. This image always needs to take up 80 percent of the view in the browser.

My site is not a fluid design yet, but I am aiming to make it such and need all my graphics to stretch with screen resolution.

You will need the corners, borders and inside in separate pieces. The borders should tile in their given direction and the inside should tile in all directions. Once you have that, the HTML is rather simple.
