I only see fixed width as a waste of space when there is enough content to justify liquid layout... in this case, there isn't. He would be wasting just as much space with a liquid layout because on my screen, the content would only fill up the top quarter of the screen. Wasting space to the left and right make a lot more sense to me than having all content on the top quarter of the page.
"A waste of space".... mmm were did I hear that before? O yeah I remember. These clients who asked if it wasn't possible to fill up all the un-used space in that well-crafted designs I (tried to) made, carefully balancing content with whitespace.
When i'm doing Graphic design for clients and i do a design with lots of white space, i just say there is a special offer on white space at the moment...they usually buy it
A fixed width value of 640 is a little skinny. Considering that the scroll bar defaults to 30px, you could assumed and 800px with screen, 770px usable area on large resolution screens, then give yourself a 15px border, leaving you a 740px content width. That might spruce it up a bit. But seriously, you are not using this particular design to showcase your skills, you are using it to give people an idea of who you are. Fixed vs Fluid is a topic for another discussion.
