Can Photoshop or Illustrator create .ico file ?

Hi guys ! Can photoshop or Illustrator create an icon (.ico) file ? I tried using Photoshop and also Illustrator, but I don;t think that they are able to ! Do you know what other graphic software that can produce .ico file ?

Or you could create your image using Photoshop and then use this site...

...to convert your image into an ico file.

It's usually 16x16 pixels.

Photoshop doesn't have built-in support to create .ico files however there are several export plugins available for it to save files as .ico.

Making icons is always a pain for me. I end up stuffing way too many resolutions inside and end up with a 10kb icon.

I'd use this one. Especially if you have plans on using ready built icon sets (like Iconaholic icons) that come with eight different sizes per icon. It will open the .ico file and will let save to .ico file.
And favicons are usually 16X16 I believe.
