It doesn't matter if you do all the error checking in the world, or if you have the most beautiful graphics, if your site or application design isn't usable, it's not going to do well. Get input and advice on usability and user interface issues here.
An AWESOME skin? I can't really think of anything "AWESOME" at the moment.
If it's going to be movable, the transparency isn't such a good idea. However, if it isn't, then it's a nice choice (as long as it mostly opaque).
The only interesting thing I can really think of at the moment is having the rest of the website kind of greyed out while your pop up box is being used. Draw attention forcefully.
To me, those seem useless. Also... they feel awkward because it LOOKS like a Windows window... but doesn't exactly behave like one. Are you sure that you want to use these? I was under the impression that you were just going to use a simplistic "popup" where a large div appears for a form or something, and then disappears upon submission.

Well, first of all you don't need the theme to be the same as window's. And second, the use of them depend on how you implement them, for example, Meebo.
Idk, ever since I've seen them they change my whole outlook on the web and web development, basically made me aware of the concept "Dynamic Web Pages", and that was along time ago.
