Demonstrate that you're very good at it. Show people your work. If it's great, and your prices are right, they'll ask you to do work for them.

It depends what country you're in. You'll need to find out a few things:

Where do clients in your country go for web development services? What do they look for?
What do other freelance developers charge? Can you afford to undercut them?
What is the tax situation for self-employed people? Do you need to register as a sole trader? Do you need to use an umbrella company?
Do you need any sort of liability insurance? How much would office space and business services cost?

Software development is all about solving problems. So far, I'd say you're not doing very well at solving this problem. Maybe you won't make such a good freelancer after all.

The most basic thing you'll need to do is make yourself a website that demonstrates your abilities. Without seeing what you can do noone will buy your service.

Find some guides online. Ideally specific to your country. Rather than the programming, I find my tax return to be the most complicated and confusing part of freelancing, and that's different in every country.
