Project Specifications

I am thinking about expanding my operation a bit and hiring freelance PHP programmers. What would be the best way to present a list of tasks and the overall scope of the project to a programmer, to make it easier and understandable for him (or her)?

Basically, I want to outline everything perfectly so all the developerneeds to do is fill in the blanks and write the code. Is there some sort of project specification format that is a standard amongs programmers?

I prefer writing both a design document and technical design document, which are frequently updated throughout the project. They are written in enough detail that if I die or disappear suddenly, the project may be picked up by anyone else without skipping beats.
