advice on locating a skilled coder

I am hoping for some advice from you folks here at devnetwork.net. I have a project I am mapping out which is going to be written for the most part in PHP. I am a moderate hack at best, and actually have more Perl in my background than PHP, but I am choosing to go PHP due to the numbers of skilled PHP coders out there vs. other languages. Also, I want the application to be as portable as possible, and PHP seems to have the biggest distribution.

My background is SEO (search engine optimization) and I've been in this space for 10 years now. I've hacked together dozens of low function scripts over the years to help myself and others achieve certain tasks, but this time I want to do it right and build something robust which will be very useful for many people. I have the knowledge to know what the project needs to do, and how it needs to do it. Yet, I'd be a fool to try to do it alone, so I am looking for a skilled coder or development team to intimately work with me on building the application.

So, my question to you coders out there is how should I go about looking for this coder or development team? I am from the SF Bay Area, and I am hoping to find someone locally who could fill the role. I am willing to pay for skill, and I'd rather pay more for true skill then get a discount coder who needs to learn as he goes.

I've looked on Craigslist and everyone there seems to pretend to be an expert on everything, I want someone who lives and breaths PHP, which isn't too easy to find. I've also looked at the "Job Hunt" section in this board and it seems like most of those posts just get ignored. So, what should I do?
