Looking for a PHP based CMS

I've got the following requirements:

1) Easy administration even for those who doesn't know a bit of HTML
2) As a minimum modules for blogs (+comments), files, news (+comments), voting, forms (e.g. for filling out and sending forms)
3) Customizable access to different modules; access groups;
4) Integration with PHPBB or any other PHP based forums
5) Active development and community (please, don't offer old, insecure and rarely updated projects)
6) MySQL or SQLite based

6) Preferebly - ability to create site versions for different languages

I would recommend either Joomla or Drupal.
