I don't mean to be rude but your English is very poor, it is almost unintelligible. Try to use simpler words and rephrase your problem. For example 'assimilate' doesn't make much sense in this context.

Please answer these questions so I can understand your problem better:
Are you already a php programmer?
Do you know how to write html and css?
Do you know how to use any graphical packages such as photoshop?

I think what he is getting at is something that has always been something of a issue for me. I am a fairly decent Internet programmer, but I totally suck at creative art. So if someone says to me they want me to build them a website, my response is that I can do that, but that they have to design it first. If I design it, it will function well, it will be secure, and it will have nicely functional menus, but it will look like crap. It will have ugly colors and unbalanced, gnarly pictures. You give me the pictures, the colors and the "message" and I am quite good at writing the markup and code that will put that onto a potential client's browser.

So I think he's asking if one needs to be an artist as well as a programmer. My answer would be a qualified yes if you are going to work alone and market yourself as "building websites for businesses." For me the answer is no because I don't really even do entire websites, but concentrate on back end and administrative portions of sites.

Edit: Well, okay, it won't be that bad, but it won't have much "style" or flair.

i'm not a very good artist myself and i much prefer coding but on the other hand i make a lot of music and have been practicing with graphics for some time which are both very artsy things.

i made this the other day:

it was a lot easier than i thought. i saw for an hour browsing websites before i had an idea but when i did it was only a couple of brushes and fonts away from being that. perhaps you can't be a graphics designer but you can do your best to learn to feign it.

hey but really though. the hardest parts for me are always color matching and layout.

as far as being good at design and development? that depends on wholly on your job description. personally i believe in having a wide skill set but sometimes you only need to know enough about the other persons job to work with him.
