Google AdWords vs. WordPress Trademark

I just don't get it. As a PHP freelancer I'm trying to land WordPress gigs as one of my potential goals. Google long had a policy where they would not let you place an AdWords ad that contained a trademarked term in it. But they lifted that ban about 3 months ago and so now when you do a search on "WordPress", you see ads on the margins that say "WordPress Help" and stuff like that from USA-based businesses (among businesses also from other countries).
So off I go to do the same thing on Google AdWords, and get a big fat "no" from Google. My ad was rejected for the USA market.
This is a double-standard or a screwup at Google. How can those other companies get approval, but I can't?
Anyway, I get 20 clicks and no business from 4 days of my ads from Google AdWords. Every time I do this, and this is my third attempt in 8 months, I get this same result. It's worthless. My advertising dollars go further elsewhere.
