Help desk software w/ "points" system?

Looking for a help desk or ticket system where users can purchase "points" and issues are assigned a cost. It doesn't have to be "points" but I need to be able to charge different amounts (or free) depending on the incident type.
Closed or Open Source is fine, but no SaaS... know of anything?

Could be a profitable venture
Although not an easy task, I have always wanted to build a "better" issue tracking system. FogBugz is pretty damn nice but not extensible enough to meets your requirements I don't think.

That one doesn't seem to have the "points".
But yeah first choice would be to find something that is semi-decent and make a plugin for it, I guess.

The
help desk software by Web Help Desk has a switch to change between monetary or points invoicing. We made each of our Customers a Location and assign service blocks of points to the Customer. Our operators then add how many points they used to a ticket and it is automatically deducted from their block. Hope this helps
BTW - check out their online demo; the switch is at Setup > Parts & Billing > Invoicing Options > Enter Work Time As
We've been using Web Help Desk for years and hands down think it is the best help desk software on the market!
