Which route to take?
I am an expert in html and css and have entered into the realm of php, but not far. Let me get to the point. I am building a site that will support a user community that will help add content by being able to edit articles, upload videos, add pictures to existing documents, create their own profiles, and interact via community forum. I have several questions but i will just keep it simple for now. Should i implement each of these capabilities independently, or would that make more work? I have looked into wiki and cms's but get the impression that a pre-made script is going to limit my design capabilities. Any and as much advice given will be highly appreciated. Which steps would you take or how would you go about starting? Thank you very much.

If you're interested in taking this opportunity to learn PHP, then do it yourself. Otherwise, use a pre-fab solution. Seems like there's probably something out there that fits your description. If not, take a look at Joomla or Drupal.
