Under the International Electronic Framework & Transfer Bill from 2001, Article 17b, §3, international transfers are to be free of charge.
I do get a whiff of an impression that your company is trying to charge for services and costs not incurred or rendered. That would be a very unfavourable impression indeed.

I see I'm obviously dealing with my international law inferior... if you look at subset 4 - 5.3 you'll clearly see that the free transfer fee is null and void on default folders. Because of their high rate of default these are treated as taxable goods.

Given your rather complicated approach to a simple folder transfer, I will consider transferring this case to our legal department.

Right. The deal is off and I am afraid to inform you that your hostile and insulting demeanour will be reported to the Customer Complaints Commission (CCC).
If I remember correctly, the last company had to file for bankruptcy after being ordered by the CCC to pay US$7.4 billion for mispelling a customer's name.
