I have been asked to create a CMS for a customer, how much would you recommend charging?

The amount of hours you plan on working on it times your hourly rate.

By the way, is it really necessary to build the CMS from scratch? In general it's much more cost-effective to use an existing CMS.

Cheers, it would be quicker but I have only really started PHP and things so thought it would be good experience to build it from scratch. I'll not charge them for the whole time I spend building it but just wanted a general idea. Cheers again.

P.s what would you think a reasonable hourly rate would be?

Depends on many factors. Where you live, the experience you have, the value you create, the company you work for, etc. For a US developer, maybe $70 - 100/hr?
