Apple iCloud Activity - what is it?

Hi
I have posted this on Apple's forum, but it's not very helpful.
I have updated to the latest version of iOS on my iPhone, and for some reason I accepted to use iCloud for photos and storage.
The problem is, it doesn't work. Or at least, I don't know how it works.
So I have a few hundreds photos on my phone. I'm not expecting to be able to see them via iCloud on my Windows laptop. But I can't.
All I can see is "Activity", which is like a slideshow of images, where you cannot 'open' them, Delete them or when you right click and Open File location, it does nothing.
On iCloud on my laptop, I have iCloud Drive and Photos both ticked.
Bookmarks is not ticked.
Every time I hopen the iCloud Photos 'color' icon folder, It says "iCloud Photos Not Enabled".
Yet it is.
I was kind of expecting it to be a little like Dropbox. So you can see all your photos in an online 'cloud' folder. Delete them from the folder, and they will delete from your phone and other iOS devices.
I'm sure it's straight forward, and I am just either missing something, or entirely missed the point of iCloud.
