During a search for some products, we found this advert at the top. Or what appears to be an advert.
It doesn't say Ad.
It's also not the top ranked page for this keyword as it appears lower down. So any idea what it is, and how to get a site to appear there?
Note: I am NOT promoting the websites in the advert. But if you search for it, you might see the same thing and be able to establish what is it from the code.

By that you mean that it isn't the top ranked page because it appears below Airsoft UK, yes?
This is a matter of Google AdWords bids. Essentially your bid works hand in hand with your webpage ranking to determine your quality score and where your ad will appear. It could be that Airsoft UK hasn't invested in Google Ads, since it maintains the 1st position in SERPs anyway, and that's why you don't see an Ad there. Or, even with a higher SERP ranking it made a lower bid, lowering the quality score just below that of Airsoft BB Guns, so that even if Airsoft BB Guns technically doesn't rank first in SERPs, it has a higher quality score and gains the first position Ad spot. Which in turn ultimately allows it to be seen first.
So it is a paid feature (which I'm sure you know). Most likely set up on a PPC model. If you want to know how to get a first place Ad ranking, you need to look into the rank determining factors of Google AdWords and essentially play a little trial and error to see what works for your site. There is no one solution fits all model. Obviously you don't know what your competition is bidding, so it is a bit of a game of figuring out what works. And then in order to make sure that your Ad is actually successful an not just collecting clicks and not converting, you need to play with the Ads too through A/B Testing. This means that your Ad will be changed frequently in order to measure and hopefully increase it's success. As the Ad is changed, it will most likely see a change in Ad display position as well.
Usually Google keeps their AdWords blog pretty well updated, so I would say your best bet for answers is to start there: http://adwords.blogspot.de/
