I have a portable HDD of about 2TB, and want to use part of it to backup my new Mac. It wants to do it in a certain format, so I was wondering if I can partition a part of the HDD, and use that for the "Time Machine" backup.
If yes:
a) how do I create a partition on it
b) how do I then format it for use on a Mac.
Maybe both are done at the same time *with* the Mac....?!

Take a look at these resources:

You should be able to do it without issue. I recommend backing up whatever is currently stored on that drive beforehand.
