Android 5.0: can u turn off mobile data for all?

I have just taken possession of an Android phone for testing usage.
It is not yet connected to the mobile network. But when it is, it will likely suddenly use mobile data. Though it is on Wifi.

Can I turn off Mobile Data BEFORE I get it connected ... like you can on an iPhone.

So that right from the word go, it's told not to use Mobile Data.

No I don’t think there is an option for that because I think android phone doesn’t enable this feature or try finding solution on internet maybe there you can find a solution.

If your apps eat up a lot of background cellular data, then you definitely want to turn this feature off.

Swipe down from the top of the screen, select Settings, press Data usage and then flick the Mobile data switch from On to Off - this will completely turn off your mobile data connection. Note: you will still be able to connect to the internet and use apps as normal if you are connected to a Wi-Fi network.
