it's because either a) your operating system files are corrupted, b) your hardrive is not responding, or c) you are trying to boot with a floppy in the drive.
if it's a), you are gonna have to reinstall windows.
if it's b) you are gonna have to take the cable off the hardrive, then put it back on. hopefully this will resolve your problem.
if it's c), take the disk out

I betcha your c:\ was formatted and the boot records/partition data was lost.
To test this theory, do a windows search for the file named command.com and when you find it, copy it to a blank floppy.
Then load your pc (with the floppy in the drive, and set to boot first in the BIOS) and it should load a command prompt.
Then type c:\ and hit Enter
If it sends you to the C:\ folder you might still have your boot records and patition information, if not, you need to get a bootable CD and reinstall an OS.
O well

It's a CD in a bottle. heck, no. It's like a boot disk but on CD. You put it in and it runs *vroooom*. My computer can't (bought 2001) but later computers can, I think.
Or did it depend on the BIO's settings. mMm,

maybe a good time to step away from windows and enter a new realm: linux
Or did it depend on the BIO's settings. mMm,
aye, there's usually a menu "boot settings". There you can select which device the bios will query first. The cd-rom must be before the harddrive to boot from cd.
