is html a programming language?

perhaps if more people that voted yes to this poll would contribute their opinion as to why they voted this way, it is possible that one could be swayed into believing.
Remember, opinions are like <span style='color:blue' title='I'm naughty, are you naughty?'>smurf</span>. Everybody has one, but nobody likes to see them. So, for the sake of argument, lets define the programming language that is HTML. List all class operators, functions, algorythems (?sp) DB functions, and lets go from there.
Its very much like a argument as to what is the most valuable part of the engine. Is it the heads, or is it the bottom end (rods, pistons..etc) each shop will talk smack about the other, but neither will work without the fuel pump.
