1. Saying you get an error on line 16 and then not telling us the error you get isn't good.
2. Saying you get an error, and not telling us what you may have tried to do to solve the problem shows us you are not trying.
3. Using words like 'n00b' and 'wat' or '1337' instantly make me assume you will have spelling errors in your code. While I am not the best speller in the world, their is a difference between a simple spelling error and spelling the word wrong. There is a time and place for talking one way and the other. When you are asking for help is not it.
4. Being a newbie is not an excuse for not reading the manual.
5. Being a newbie is not an excuse for not searching Google.
6. Being a newbie is not an excuse for not searching these forums, or reading the FAQ.
7. Being a newbie is not an excuse.
8. We want to help you, but we can't if we don't have all the information. As much as you think we are, we are not mind readers.
9. "Help" is not a good subject line.
10. Neither is "n00b question" or its ilk.
11. "mail() problems sending more than 10 emails" is better.
12. Q: PHP v.s. [Insert Language Here]. A: The one that best suits the situation.
13. Q: MySQL v.s. [Insert DB Here]. A: The one that best suits the situation.
14. Q: [Insert Thing Here] v.s. [Insert Thing Here]. A: The latter, or the former. Whichever works for you.

No, but it should curb the problem of an overflow of similar questions with the subject like 'help'. Not to mention the amount of people that say stuff like "R U l33t nuf 2 help wit sight" you know that kind of stuff. I have a spelling deficiency myself and have had people misunderstand simple answers due to a small mistake, speaking in "tongues" is like having the blind help the blind.

Dont forget these!

17. Be sure to post a topic in the most suitable location of the forum. In example; a mail() question goes into the PHP section, and a mysql_query() goes into the MySQL section.
18. Dont repeate questions, if the answer has already been answered.
19. Don't hurrass other forum posters/mods. "Unless stated otherwise," ;)
20. Dont hesitate to ask anyone in the forum a question.
