£300 for a small website for a small business sounds OK. Anyone can knock something up with a blagged copy of Dreamweaver but is the graphic design going to be of professional quality (and suitable for the web..)? Will it comply with accessibility legislation? Will it work in all browsers? Will they have the marketing experience to explain what opportunities there are on the internet and how best to take advantage of them? Etc.
A big company might spend four figures+ just on a logo.
As for webhosting, I'd be very suspicious of anything under £20pm. I always recommend Verio to clients - not the cheapest but reliable, in my experience. Businesses don't want to muck about.
