Need opinion...

Ok guys/gals, I need your opinion. I currently run a site for open management solutions - http://www.vems-group.org. Now this is a wiki run website and is in need of much clean up. The current clean up is to transfer a lot of the information into a well thought out manual.
However the manual is still in works, and will always need revisions by the open group. It was suggested that I work on doing a XML setup. Since our wiki isnt XML, another thought was still do XML and break it down into chapters and place it in our CVS. This could be interesting however I am not familiar with XML and I do not like the idea of CVS with the manual as we already make things too complicated - target crowd is engineering gear heads. While they should be able to figure it out to update the manual using something like CVS, if we make it too painstaking, noone will want to work on it. Currently I have been taking revisions, and writing the manual myself however that has gotten old quick! Here is the manual in PDF form.

I am open to suggestions whether php or else. It needs to be simple and almost transparent to the user. I love my layout of the manual, so I dont know what could help to implement it, etc.
