Not 100% applicable here, but to disable "cold calling" (i.e. people calling you up to sell products/services) in the UK, you can register with Telephone Preference Service which, according to BBC Radio (and the TPS website), works quite effectively as every company using cold calling has to check the numbers they call against the TPS register.
I am so paranoid to give away my phone number or address so I hardly get any of those spams. Now what happened when I moved last time?
I get new phone numbers and the main one used to be the fax machine of a moved company. After 2 years finally the fax calls are back to like 1 in a month.
At first I actually called the company and forwarded some order faxes to them but after a couple of days I simply removed my fax to be able to receive from that number but the annoying calls still are bad. Now I guess only spam faxes want to reach the number (mostly in the middle of the night)
At least they only try once in opposite to companies that have the fax on 99 repeat.

Last time I moved and got a new number the number was, I think, one digit removed from an attorney who was rather young and somewhat popular with the ladies. His first name was the same as mine, so when a young lady would call and ask by name if it was me I would say yes -- at first before I realized what was happening, then later for fun (read on).
Usually they would say something like, "I thought I'd drop over in half an hour or so." and I would reply "Okay, cool." That might hapen two or three times in one evening.
I either got him in a lot of trouble, or caused him a lot of fun.
