Looking for a yahoo group replacement - phpbb? blog?

My father runs a free Yahoo Group - and I am sure there is something better out there that he could host on his own website.
I have basic php knowledge (can't program, but have set up open source php software before (menalto gallery) - so am after another open source package that I can simply install, and that is easy for my father to administer.
Heres what I am after... does anyone know of a package that would meet these requirements?
1) Multiple categories/topics can be created
1) "News" type articles can be posted in each category
2) Only the administrators can post (not standard registered users)
3) Users can register to be notified by email when a new post is made in any topic
4) Reasonably easy to set up, easy to manage
5) I'm not wanting to import anything from yahoo - will just start from scratch
Anyway, so far I think PHPBB might be the way to go... however as it is only my father who will be posting topics, and I want people to be notified by email when he makes a post - maybe there is a php Blog software that might be more suited? (I have only tried pLog so far and did not like this).
