I just installed various AV and MS updates on some Win98 machines at work. They all froze solid after re-booting. Here we go I thought... another all-nighter frantically trying to get the machines working for 8am when the office opens.
Turns out its the MS update: KB891711. Be warned.
You can boot into safe mode to uninstall it or, if you're quick, you can boot as normal, alt-tab-delete, select KB891711, and end task while the desktop is loading.
I've had viruses which cause less disruption.
PS: the millenium machines seem to be working OK so far with this update - but don't quote me.
