Ever gotten port 80 smurfed?

Okay. I'm running Windows XP, SP2, with virus protection, firewalls, etc. So I'm working on configuring the shiny new phpBB forum I got (yeah, I switched) when whap, I get a boatload of "Connection Refused". I scratch my head, and look at my Skype connection. Well, sure enough, it's green. That puzzles me.
So, I open up the Command Line, and I try pinging google.com. Well, it works. Then, I re-bind Apache to accept connections from both port 80 and port 8000. When I type http://localhost:8000/, I have connection.
But Port 80's still busted. I have this philosophy: a reboot is the almost universal panacea to all trivial problems. So I reboot. And sure enough, port 80 starts working again.
This was really, really weird. Have any you ever had this sort of experience before? Do you think I've caught a virus/trojan?
