At least the guy had a backup, it sounds like his security really sucked (so its his fault not google's).. I've seen google uncover hidden sections of websites and such but this sure is a first 8O

wow thats amazing how people take for granted uses using javascript and cookies...and on a government website at that! people these days

Whole piece make you wonder about how management selects its contractors and views IT issues - does that government have a well informed IT department? ;) Talk about incompetence...

Even WITHOUT a link to the CMS anywhere on the Internet, search engines can still find these URL's from such tools as the Alexa toolbar and possibly even the Google toolbar. I have seen private areas of web sites get spidered before after 1 person viewed it from Internet Explorer with a tool bar installed. His client needs to be educated.
