video editing / re-encoding software

I need some software that will basically say take a 2gb movie file and allow me to compress it to a smaller file (preferable a defined size), ive been hunting for a few days now and cant seem to find anything i want

These movies are mainly avi's and MPEG's

Divx recodes pretty well, although it takes a while to process..
