Time Zones

Say the server time is 2:19 AM Eastern Standard Time
What's the most the world's time zones go in both directions?
I know in japan, the offset would be +13 hours. Does it go any higher?
What about in the opposite direction? Hawaii is -5
Can anyone find some docs on this? I've googled but i come up with a bunch of stuff about DST.

I thought that +13 offset looked a little strange (although, for daylight savings it makes sense). It would make sense that the largest offset would be thirteen hours, seeing as you are no more than 12 hours away from the side of the world directly opposite you time-wise. But if you are on daylight savings and they are not, then it is possible for the offset to get up to 13 hours. I would imagine that is as high as it gets.
