I use html-kit from http://www.chami.com
Text editor
I use EditPlus (works for more than PHP) and I'm happy with it...
About moving from Linux to WinXP, have you considered a dual-boot configuration with LILO or something ?

Edit Plus 2 is good
i use edit plus for all my code editing. it is highly flexible in configuring new languages adding syntaxes and even customizing color codes and auto completion snippets. its really convenient and you can also integrate chm help files where you have to define a shortcut key to the user tool bars and you could easily look up a word by selecting the word and clicking the shortcut key you assigned to the chm file.
hope you'll like it. the url is http://www.editplus.com. try it and it may become your favourite text edit.

Zend Studio and Homesite. Both have (or in Zends case, next release) CVS support, FTP support, and PHP support.
Also, look into Zend's Remote Debugging support, and you suddenly realize how much cooler it is.
I also like the fact that when I bought the Zend IDE, I could use it on my Linux machine, and both my Windows machines the same way.
