The design and layout is simplistic and that's a plus in my book, but the font selection and typography in the header image is horrible. The background color is still exceedingly bright and hard on the eyes; making the plain text very hard to read. Overall you've done fair, but it's lacking several elements that make good web design.

when i said tone down the background color i was thinking more along the lines of what your using for your current header cells (#1002B9) or even the header cells here on these forums. maybe not using graphices but the general shade is great.
the point is when the eye looks at white or even just bright text on a bright background it will tend to blur the colors together thus making for very poor contrast between the two elements. try lookg for color combinations where one element is dull and/or dark while the other is brighter and more colorful.

That definitely looks better - it's much easier on the eye. One thing you might want to do is break your banner image down into 2 or three smaller images or at least crop the ends so that it doesn't cause a horizontal scrollbar if you are at a resolution like 800 x 600 - the rest of the site is happy to resize if you make the window smaller so you don't want to lose your branding off to the right.

If you think that a lot of people have a screen resolution of 800x600 then yes a width of 805 is too big. I just had a look at the pic in Photoshop and you could easily take the width down to 675px wide and even more if you separate it into two pics - bulldog and text. Doing this will not only make the site more different resolution friendly but you'll also cut the filesize down and make it load faster.
Oh yeah, don't forget to add alt text either.

Page resizes happier now - you can still crop a bit off the edge but it's a lot better.
Bearing in mind I am currently preparing an RNIB audit of my company's website and am thus currently constantly thinking about accessibility - you really should have ALT text for that banner, without it if person surfing the site can't see the pics your site's header is lost on them.
Sorry to sound picky, only trying to help - your site is generally nice to navigate and clear.
