download speed throttle

I was wondering if there was a tool that could make my internet connection speed slower. This might seem stupid, but I would like to know what the expience is like on my web site if my connection speed was not really fast.

Is this for a local (to you) server? Do you have control over it? If so, there are throttling modules that can be installed. Some routers have throttling limiters as well. There are several internal settings which can greatly affect performance such as the MTU setting as well. Your network card may support throttling too.

If you're doing this for what I think you're doing this for, there is sites out there that'll estimate for you how fast a certain page is loaded at various connection speeds.

This is a local server. I am running windows IIS.

I seem to remember IIS has a throttling control panel built in.
