that depends entirely on what you want to do with it.
some applications just straight up won't install. They'll give an error during the install process that says 'this application will not work on a server operating system'.
For most simple tasks though, I'd say yes, it will suffice.
The guys who uses it currently hogs our "main" PC in the lounge so that nobody else gets time to use it. He does only these things:
Plays music in iTunes
Chats to people online with MSN (he uses a webcam sometimes although this PC isn't gonna have a webcam anyway)
Wastes hours of time on MySpace and YouTube (firefox/ie, whatever)

Yeah I know, it's just what came with the PC. I think this thing is better suited to Win98 but I don't have a disk for that here in Manchester. Damn thing is having hard disk boot issues in any case
The only issue I've had is that AVG free version won't install unless I shell out for a license because it know's I'm running 2k server edition... grr...
