I'm thinking about making this really cool webapp, but i need a bunch of stock quotes to feed into it. It is gonna be like a virtual stockmarket sort of. Is it legal to have a cron that will scrap quotes off of like thousands of pages every 15 minutes while the market is open? If not, is there a public feed I can use? I found quotemedia's XML feed but it costs a bunch.

I don't see anything free for you to use thus far.
It is free to add the general charts to your website though... It's the best I could do

There is one way to get this info as a service which is making rounds on the internet forums - but this goes against google's TOS for a public use.

If it violates their TOS, don't post it here.
