I disagree about the "especially web design" note. It is a hairy area. "Designing" layouts for FL/TK, GTK, Wx, Swing* or any other window toolkit is a world apart from web design. Although a designer may decide what the UI should look like, there's no way in hell they'd be writing the code for it, working with the complicated layout managers.

Web design, using a markup language is a lot simpler. I forget which one it is (maybe Illustrator) but one of the Adobe design packages involves working with a markup language at times if I remember correctly.
