the domain extention .ne

Why don't most companies serve this domain extension? Are some domain extensions not available to the public? Does it depend on ones ISP to provide domain extension availability?
The extension is for Niger, I know, but wouldn't it be fine for someone living in the US to register this domain, for domain hack purposes?

There are way too many TLDs available. Why companies don't seem to offer them, I'm not sure. But I am sure that there are just too many.

most tld's are managed by government agencies around the world (at least they are supposed to be)

For some countries you have to be a natural citizen to register their TLD.

Well is .ne require you to be a citizen? How would I find this out?

Over here you have to register a trademark (matching your desired domain name) to apply for a domain in .ua TLD.

Can I buy a domain off of someone? If I come to them with a proposed amount of money, is it legal?
