are you good with software design?

I want to design a windows application that runs in the system tray that will give various alerts to people that are currently signed into a web application I have made or even (if possible) signed into the site through the windows application. I've never really ventured outside of web deisgn before so I just want a push in the right direction.

Would this require ASP.NET? Or can PHP and a windows application work together in something like this?

What language is best for making this? (Most efficent, easy to learn)

Is there any good online resources to learn this language? If so, have a url?

What books do you recommend for learning this?

there have been web-based programs long before asp.net ;)
What are your options? (language, ide, ...)
http://www.codeguru.com e.g. has a lot of examples (for accessing the systry and inet)

I was just guessing something like this might need it since microsoft did give it some more umph when it comes to working with windows (well so i'm told).

Codeguru is a nice site from looking at some of the examples, but right now it's a haystack and i need the needle. :(
