That's it, a admin panel for anyone with a password can make changes (modify text, insert pics, etc).
So, where should I start learning to do it

If you read phpMyAdmin's website you'll know it's just for managing a MySQL database. If you want to modify a whole site, what you're looking for is a Content Management System, usually referred to as a CMS.

I 2nd the opinion that you are looking for a content management system.
I personally am partial to the Modx CMS. It's super easy to learn and it's php oriented.
