Right, I think that in this industry the good developers have to deal with so much nonsense, you're not going to usually have a developer soliciting you... you can interview them all day long, but if they dont ask questions that show interest in your product, then what is the real reason they are there talking to you? Usually when interviewing for anything, you can tell a lot by the questions, (or lack of) people ask. Ask questions, I'd even recommend reading up on something technical, then "Acting" ignorant, stating a blatantly wrong technical fact... see if they correct you, or just agree with you because they actually don't understand what you said..
For example you could be like, "wow magic quotes / register globals runtime is a great feature of PHP" ( most good developers disagree.. you might want to find a less obvious "fake" statement to use then that though )
it should become immediately apparent whether the person has a passion for what they're doing or theyre just looking for short term cash. It really depends more so on the individual person, not their self reported knowledge. If someone is motivated intrinsically they are going to try harder
