While I do think that learning XHTML is probably a good idea as opposed to "HTML 4.0" I would say it is nearly imperative to have a decent grasp of CSS. CSS, in particular complex CSS is well beyond the capability of most designers. I have worked with plenty of them, and they are lucky if they can chop up a mock up they made in PhotoShop. Part of being a good web developer is being able to take a designers mock up and chop it up and turn it into a clean CSS based design.
