How do people get away with these scams?

How do people get away with these scams?

I'm just gonna name names here because this is worrying.

A client of mine bought/ is hiring a shopping cart system from this company:

He's paying £119 p.a and the code that makes the site work is honest to god, the worst thing I have ever seen, it's as though it was written by an 11 year-old, and that could be doing a disservice to many 11 year-olds that may be reading this.

just one include file (*shudder*) that makes this little section of the site work, is over 5000 lines long, and not 5000 sparse lines...it's action packed.

My question is, do you think these companies care or even KNOW that they are selling total ****? I'm at a loss for words.

I wonder how old the template is? I know some companies have just had a cart going for so long, yet people are still buying/renting, so see no reason to upgrade. It's sad, but a very common thing to see really.
