Need help with phpBB3 design error

I have a phpBB3 forum that I have had several modifications done to. The design is finished now, but there's one problem that I can't seem to fix.

I have a test version of the forum running here: http://states.vacau.com/

Here's how it looks in IE: http://i41.tinypic.com/v30zuf.jpg

They way it looks in Firefox is the way it's supposed to look regardless of which browser your using. Can anyone give me a clue on how to fix this?

EDIT: I'm talking about the thickness of the lines that divides the different topics.

Check margins and paddings of list elements, including element childs.

Can that be done from the board's Admin Control Panel?

EDIT: Here's the stylesheet for my forum, on which row should I make changes?
