Well first of all it totally depends upon person to person as some person feel comfortable on something else and some on other. Well b/w bootstrap and dream weaver I personally go and prefer it only as I find it very good for doing my code editing. I haven't used bootstrap though. So my vote is with dream weaver.

That's right. I feel comfortable with "Microsoft Expression Blend 4". I hardly use dreamweaver, but it is also good with lots of features.

If you ask me, I would favor Dreamweaver. I have recently worked on self storage website design based on Dreamweaver. It is the all-in-one visual development tool for creating, publishing, and managing websites

For newbies Dreamweaver is a good tool. As you become an expert you really don't need a visual view. A good web developer can even create the entire website from a notepad. Since you are talking about tools, obviously dreamweaver is the best.

Bootstrap is not really a web development tool. It's a Framework which allows you to create websites more rapidly. Bootstrap is a collection of common elements used on websites.

Dreamweaver is good for Web Design. This helps you quickly scan your code as well as spot any errors.
