I'm building a new web site for a restaurant, but they may not have their "print files" to send me the actual font name and colours.
I can probably get the color as close to exact as possible, but need to know the font used for "MALL" in this photo.

I don't think it's Times New Roman, nor Garamond - tho I could be wrong.

There are billions of fonts and too many of them look alike. The bane of web developers everywhere, alongside pixel-perfect layouts and arbitrary positioning of elements.

Some online searching suggests La Gioconda.

I think you are right.
Is there a free version of it, or is it only available to purchase?

The few places I saw it mentioned only talked about purchasing. At least you can make the client foot the bill.

Trajax also looks remarkably similar, though I have not found a web font equivalent to either.

How do you download that font?

Looks like you need to purchase Trajan. Trajax can be downloaded from Font Palace and a bunch of other places. Cinzel, which is similar to Trajan, is available from Google Fonts.
