How do you get the insert arrows in a border?

How do you get the insert arrows in a border?

I've seen this on a few sites, where in the menu or around floating divs, such as "Sale now on", they have arrows pointing out or inwards.

And example is the UKs BBC Homepage. In the top bar is a right arrow.

How is this done in CSS?

it doesn't do anything for me. i set 15 px on both, #cccccc and #ffffff. Nothing happens on screen.

What is "it"? Need a whole lot more detail than that. Create a pen/fiddle with some representative markup and styling and we can look at it together.

you sent me that page. I put in the details of px and colors, and the page shows nothing. I expected maybe an arrow and the CSS to show
