CSS Responsive menu with Three Layers

Hi
We are using this menu system. Works great on a PC, but has a flaw on mobile, and maybe someone can help me with it.

On a mobile device, you have to tap the + very carefully. So let's say you tap on the + for a Region, then a + for a county, and up comes a lot of towns. You need to scroll down with your finger.
If you don't do it perfectly, the whole menu contracts again. Damned annoying.
So I was wondering if someone can have a go at installing this, add a load of dummies entries, put it on fiddle of somewhere to see it on a mobile device, and help me to make it so that it doesn't "jump back" the moment you tap on another page of the menu that is not the +/- area.
