I've seen this, and want to try and make the same effect.
Seen it done badly where the background image is heavily zoomed.
But is there a proven method used for it.

W3 schools has a great set of tutorials that are easy to understand. Here's their tut on parallaxing/CSS: http://www.w3schools.com/howto/howto_css_parallax.asp
